You just got to start creating content about writing. Link out to your LinkedIn profile in your Medium articles as well. Take the people who know you for writing elsewhere and send them over to LinkedIn. From there you'll have a base of followers who want that content from you and will engage with you. Also use hashtags in your LI content. #writing for instance. :)
